[Nmsm-updates] NMSM Pipeline Release v1.3.1

Hi NMSM Pipeline users,

We are excited to announce the release of NMSM Pipeline version 1.3.1. This
update includes bug fixes for using point kinematics in Treatment
Optimization on OpenSim 4.5.1 and new functionality for tracking markers
and optimizing synergy vectors during Treatment Optimization.
