[Nmsm-updates] NMSM Pipeline Release v1.3.0

Hi NMSM Pipeline users,

We are excited to announce the release of NMSM Pipeline version 1.3.0. This
release includes new functionality for both the Model Personalization and
Treatment Optimization toolsets, including using Ground Contact
Personalization to adjust force plate electrical center values, new
Treatment Optimization cost terms for controls, more advanced possibilities
for user-defined functions, and new, more convenient plotting functions.
