[Population Modeling] Parameter estimation for population models

Dear Jacob,

Thanks for the feedback. We are happy to provide this code. It has still limited capabilities. However, we implemented various additions like sensitivity analysis, or uncertainty quantification, cross validation techniques which are not released yet. We hope that our method will lead to better collaborations between experimentalists, modelers, and researchers doing parameter estimation (like us).
