Thanks John,

This is a tiny step forward. I believe a data plan is already required when
submitting NIH grants. I was looking for the new elements in this article
and what I saw was that a requirement to look at data upon project end was
added.

If I understand it correctly it will improve things since it will take care
of situations where abandoned projects hold data.

However, from what I comprehend it will not take care of intellectual
property issues that we addressed in the article.

Today it is still possible that data and code be released under
intellectual property licences that prevent reuse in some cases.

Yet this is a good step in the right direction and more steps like this
will gradually improve the situation.
